They are a relative sizing between issues, and have no link to time - your teams will regularly do things like logging 1 hour on an 8 point story and 12 hours on a 2 point story. You should be estimating at sub-task level, then as long as the Include sub-tasks checkbox is ticked, these estimates will sum and show on the parent story.
